I should be all set up after this weekend. How much time I have per week is
impossible to gauge - but I'm hoping to squeeze between 5 and 10 hours per
week for dedicated Mozart development.

No, the nullsoft NSIS installer is completely its own thing. It is good,
considering its price. The cost of installer tools on Windows can be
prohibative for some folks. MSI has the advantage of being officially
blessed by MS and guaranteed to clean up after itself.
