this requires access to the old unmarshaler, which, as things stand,
can only be achieved with access to a 1.2.5 installation.  As far as I
know, the marshaler cannot easily be factored out and exported as a
stand-alone lib.

This is not viable at all.  The MOGUL archive is dynamically updated
every night by visiting on the web the publication areas of registered
contributors.  It is designed to be a "hands-off" system that is
autonomously self updating - contributors are entirely responsible for
what they publish.  Published packages will become "new-style" only
when individual contributors take the time to republish their
offerings with a 1.3.0 system and a modern ozmake.  All, I can do
about this is to clearly mark packages that conform to the new-style,
and those which are still old-style.
