Alice Support in mozart 1.3.0

Hi, Guys!

I've just noticed that the emulator in CVS disables Alice (De)consCall.
This is of course unacceptable for the SB group because we need it for Alice.

Since it was reported that the performance issue does no longer
exists,  I've changed this in the CVS.
