Actually, no matter what cleanup is done with the loops, the while loop 
as proposed
will certainly be part of the system eventually (this was the conclusion 
of the
discussion re: the while loop).  So it could actually be added in now, 
since it will
eventually go in anyway.  The other loop cleanup stuff still needs careful
discussion, though.
