Just a short question to confirm whether there are possibly typos in the
ratios ;-)

3 : 1 (i.e. at least 3/4 accept).

According to Denys proposal: If the ratio between (ACCEPT+ASK FOR
CHANGES) and REJECT is less than 1/2 (i.e. 2/3 or more reject) ...
Sorry if I am the nitpicker here, but you wanted to be 'crystal clear'.
