you need an installed system, it is not something that you can test during the
bootstrap process.  you should have the installed system in your default PATH
(e.g. in ~/.bashrc), so that a remote login is guaranteed to automatically use
it, and you need to make sure that all the remote spawning methods have proper
(enabled) support and actually work - I usually fake the rsh method using ssh
because there is _no_ way I am going to enable rsh on any of my machines.
