Mozart Governance procedure

I think that we ought to have the Mozart Governance procedure submitted as an
informational MEP.  Peter, since you posted the last revision for this, could
you please prepare and submit it as a MEP (preferably in restructured text
format, please).  We'll need a bit of discussion to make sure that we've got it
right.
