it is not a policy: it is a design rule - one we have always had. any violation
is either a bug or a (hopefully temporary) limitation. we don't need a MEP just
to restate that. however, if documenting and fixing such a bug/limitation
requires significant additional design/analysis, then _that_ can be the subject
of a MEP.
my advice is that you should just introduce a MEP for the 1 thing you want to
fix - we can always broaden its scope during the subsequent discussion if we
feel the need.
