Yes, that is probably the only way to do it. And at least according to 
http://wiki.tcl.tk/, Tk itself does support Unicode. Sooner or later 
(preferably later), I will have to mess with Mozart's native C interface 
anyway.  The assignment is on my priority queue, but unfortunately it will 
probably not be popped from the queue before next summer...
