First-Class constraints and AddressHashTable

Dear Harmon,

I finally took some time to look more closely at the problems you found 
in the reflect module.  Sorry for the delay.

I checked in your changes in the development trunk of Mozart, with only 
one modification.  I changed the class TableClass such that it uses two 
hash tables instead of one.  This avoids the need to overwrite an entry. 
  No modification is required in AddressHashTable.

I checked in the other changes as you provided them.

Can you please give it a try?  If it works, we will include it in the 
upcoming release.
