One of the problem of hosting Mozart here at UCL (considering a possible 
migration), was the fact that giving away accounts to external 
developers was not seen as a good thing (maybe this could change). This 
implies a limitation to make development more open to the community, and 
that's exactly what we are trying to achieve by moving Mozart away from 
Saarbrücken.

If we are going to be active or not is independent of the fact that 
Mozart is hosted in Saarbrücken, UCL or Sourceforge. The advantage of 
moving to SF or Savanah is that we don't have the "developers' account 
administration problem" any more.
