MEP submission

This is MEP 105.  I have added it to CVS and noted the four ACCEPT
votes received so far (Gert, Camilo, Peter, and Kostja).  

Unles anyone objects I will assume that we count the two week voting
period from Wednesday 20th September, when Boris asked for the voting
period to start:

Therefore, the board has until the end of Wednesday October 4th to
vote (ACCEPT, REJECT, ABSTAIN). We currently have 8 board members, so
to be accepted early we will need two more ACCEPT votes.

Note that mep-0105 is NOT available through the MEP area on the web
site because my version of python's docutils can't process it.  If you
can help fix this please let me know.  You can check the MEPs out of
the cvs repository in the usual way by checking out module 'meps'.
