Remove RFC 2229 from mozart source?

Dear all,

We ship RFC 2229 with the source of Mozart (with the DictClient
demo). RFC 2229 is released with the standard IETF copyright for RFCs
which does allow the file to be redistributed. 

However, it is not free according to the Debian Free Software
Guidelines because it has restrictions on allowed modifications:

For Debian I will have to repackage the mozart source leaving out that
file and make a new release.

I wonder if anyone objects to replacing the file in the Mozart source
with a README file that explains where to find rfc 2229? Then I can
resync with mozart source at the next mozart release.
