Mailing List archives

Hi Kevin,

Thanks for having a look. I checked the mailing lists settings and some 
of them where set to monthly archives, but I changed those to yearly. I 
will talk with our sysadmin to check was wrong with the archives of 
"users". For the rest, "hackers" and "downloads" seems to work fine. 
"meps" and "announce" don't have enough activity to check whether they 
are working or not. And the plugin for "commits" doesn't seems to work 
either.

I'll tell you more when I have news from the sysadmin.
