[Oz] Client runtime download

  Because it is possible to write browser java like applets in Mozart, if you
setup the browser settings correctly... In the future, will a smaller client
runtime download be made available?
  It would make Mozart applets more practical, if the client didn't have to
download the documentation and other development tools, which come with the
current download packages.  It would also be nice, if the download
automatically setup the browser settings.  The windows install is nearly
completely automatic as it is.  Automatically having the client download setup
the browser settings would also encourage use of Mozart applets.
