There was a significant interest in the cows ES. I would like to apologize
to users who suffered from the slow link. Thanks to Nils Franzen, the patch
for installing IncrTcl, the ES and the tool are now available from SICS at
the following address:

	http://www.sics.se/mozart/software/cows

The CBR tool is distributed so that more than one user can cooperate through
the Intranet/Internet in developing an application. It consists of:
	1- Manager for administration of active projects
	2- Users administration client with levels of security
	3- Generic server
	4- Generic knowledge acquisition and verification client
	5- Generic Multimedia association client
	6- Generic front-end application for end users

Although the tool is still in alpha stage, it is quit stable and contains an
html help file.
