[Oz] trouble running .oza applets in WinNT

I just downloaded and installed Mozart 1.1.0. The Emacs "IDE" for
Mozart comes up OK, AFAICT, but I can't run the demo applets from
either Netscape 4.76 or MSIE 5.5. Both ultimately lead to an
alert titled "TclSocket: tk.exe - Application Error".
Specifically, if I bring up
<http://www.mozart-oz.org/documentation/demo/queens.html#chapter.queens>
in MSIE 5.5 and click on the Start Applet link, I get an MSIE File
Download dialog for AnimatedQueens.oza. I select 'Open this file from
its current location' and click OK. Almost immediately I get the
above-mentioned alert box. The text in the box says "The instruction
at '0x77e719cf' referenced memory at '0x02c276ae'. The memory could
not be 'read'.". When I dismiss that alert I get a "Mozart Output"
alert saying "Error: Tk module ... Graphics engine (tk.exe) crashed or
could not be started".
The Windows NT4SP6 machine I'm using happens to have the full boatload
of Cygwin packages installed, with DLL version 1.1.7. Could that be
interfering?
Oddly, I _can_ run the demo as follows:
+ Open a bash (command-line shell) window.
+ Change directory to /e/Program Files/Mozart (where I installed
Mozart just an hour ago, of course).
+ Run the following:
bin/ozengine http://www.mozart-oz.org/documentation/demo/applets/AnimatedQueens.oza
That brings up the demo which seems to run perfectly.
