OPI reports error, doesn't work

Thanks to all who helped (especially Leif).
As suggested, it was due to an incomplete networking installation.

Where/how do I enter bug reports? I'd still like to make it a bug along 
the lines of "error situation isn't properly reported". (One of the WWW 
examples has a problem that I'd like to report as well.)
