In the linux tarballs, the docs are separate.

Don't know if it helps, but here is the list of files
and directories that I removed from the basic linux 
tarball to create a mozart runtime without graphics support 
(note that I left in the LICENSE file with the plain text),
so that the mozart package size shrinks by 1/3.
Not sure when flex.exe is called, but so far my
app doesn't seem to need it at runtime...
