I'm not able to grasp the basics of Oz.

This is a course in Oz aimed at students in general linguistics - 
students with no programming experience at all - who want to learn 
something about computational linguistics. (I know that Barry Miller 
didn't come across as a programming novice, but it may nevertheless be a 
good idea to go through a number of extremely simple exercises when you 
are about to learn a new language.)

Experienced Oz-programmers may want to review the exercises and propose 
additions and revisions. My approach is to introduce (the use, not the 
definition) of higher order programming constructs very early in the 
course. I think that's more easily digestable than recursion for novices.

There is no reason Oz couldn't become a first programming language for 
complete novices. Well, at the moment there is one reason - the lack of 
appropriate teaching material - but that could change.
