[ANN] updated Mozart 1.2.4 for Windows

Dear all,

We are pleased to announce an update to Mozart 1.2.4 for Windows.  It
fixes the bug, e.g. encountered when running ozmake, that resulted in:

%** In statement:  {VirtualString.toString false _<optimized>}
%**

The bug was due to case sensitivity issues for environment variables
and occurred in the CMD shell, not in the CYGWIN shell.  These issues
have been fixed.

The new installer is available from our download area.
