Do this :

Set the variable
OZEMACS 

to your xemacs or emacs path.

Mine looks like this

d:\tools\xemacs\XEmacs-21.4.11\i586-pc-win32\xemacs.exe

If you are using a NT variant ( XP or 2000 ) then set it using the system 
applet in the control panel.
